Drop Darwin agent support
Move deploy and migration business logic into non-server-action helpers so trusted Inngest, scheduler, agent, and CLI paths do not require a browser session. Remove confirmed dead web exports, trim internal-only helper exports, and drop the unused cmdk dependency.
