Documents new automatic Serverless scale-down behavior: idle endpoints scale to 2 workers after 3 days and 0 workers after 7 days with no requests, and persistent worker failures scale the endpoint down with an email notification. Adds an "Idle endpoint scale-down" section to endpoint settings, updates the worker states table (Idle note + Unhealthy row) on the workers overview, and adds a troubleshooting entry for unexpected scale-downs.
