ruby/rdoc#1728 allows RDoc to fully parse and process
.rbscomments. So we no longer need to have this plugin in rbs, which is currently breaking against the RDoc master due to API changes.We need to have this merged before we can bump RDoc in
ruby/ruby(PR).
