docker: add gcc-15 toolchain images on a forky base#3126

gcc-15 is not packaged in Debian trixie, which the toolchain images build on. Add arm, x86 and arm64 gcc-15 images based on forky, where gcc-15 is the default compiler. Parameterise the Debian release in the base templates with a default of trixie so all existing images are unchanged, and build the gcc-15 images for arm, x86 and arm64 only.
