This PR makes a single, well-scoped change: migrating the reusable workflow reference from docker/cagent-action (v1.5.5, commit 367a30d) to docker/docker-agent-action (v2.0.0, commit 3c0fa9d282c3f84d08dfd70ab0a28b151d11db70). No bugs were introduced. The surrounding permissions block and with inputs remain unchanged and are appropriate for the new action reference.
