APRS SMS bugfixes

Bugfixes for APRS SMS addresses an issue with missing spaces in the raw APRS command.

Backoff timer bugfixes.

Fixed in this release:

• Backoff timers for automatically updating the JS8Call and APRS location data are fixed.

Alpha release
