What should the resource manage?

Codex is the OpenAI equivalent of claude code, you can follow the claude-code and claude-code-project resources for an example. The codex implementation should be similar to those.

Go through the documentation site to figure out what can be managed.

Can we manage both the CLI and the app under two separate resources?

Just like the claude-code resource we want to manage additional things than just the installation. We want to manage MCP servers, AGENTS.md files, and other settings as well. Follow the claude-code resource as an example.
